Cedar Grove Apartments stands at the intersection of Cornell Road and Murray Boulevard, a section of Washington County previously dominated by traffic and commercial uses, but now offering a new paradigm for community and affordable, human-scale development. Cedar Grove responds to the urgent need for affordable housing in Washington County with 44 units for low-income households, including eight for at-risk families recovering from houselessness. With this in mind, the development team and design team prioritized trauma-informed design elements such as a low-contrast color palette, rounded corners throughout the building, clear wayfinding, and access to natural elements provided by Reflections Plaza.

This plaza was made possible through an innovative partnership between CPAH and Tualatin Hills Park and Recreation District (THPRD) and is the first mini park in THPRD's park system. It is also the very first development to pay no parks Systems Development Charges (SDCs), setting a precedent for future affordable developments. Overhead catenary lighting and a splash pad provide a festive atmosphere for community events. A second courtyard on the south side has a play structure and climbing wall for resident families.

The building's H-shape angles in an embracing design gesture that responds to the surrounding streetscape. Common areas are also welcoming, inviting residents to gather and interact. Cedar Grove’s large lending library with soft seating, ample lighting, and acoustic panels promote a comfortable atmosphere within what would typically be a pass-through lobby space.

Initially planned to meet Earth Advantage Gold standards, Cedar Grove exceeded that benchmark by achieving Platinum. Numerous design features speak to the holistic approach to energy efficiency, including continuous exterior insulation, energy efficient windows, advanced framing, on-demand hot water system, and rooftop solar array.
