Horizon Court Apartments is a new affordable housing community planned for a 1.2-acre site in Hermiston, Oregon. The development will provide 22 rental homes in a two-story courtyard-style building, with a mix of one- and two-bedroom units. Designed as an integrated model the project contains five units preferenced for intellectually and developmentally disabled (I/DD) residents, and eight units that are fully ADA-compliant to ensure enhanced accessibility.

The design emphasizes community and inclusion. An internal courtyard serves as the heart of the development, offering shaded seating, picnic areas, walking paths, and raised garden beds that encourage residents to gather and connect. A separate community building provides indoor amenities including a community room, laundry, and resident services.

Apartments are designed with accessibility and comfort in mind, featuring zero-step entries, lever-handle hardware, sound-separated walls, and thoughtful use of color for wayfinding and identity. Parking and site circulation are designed with accessibility as a priority, with stalls and entries located close to primary building access points.

Landscaping draws from Hermiston’s semi-arid environment, using a xeriscape approach with native, drought-tolerant plantings and rock groundcover to reduce water use, minimize irrigation needs, and provide resilience to wildfire and wind conditions.

Horizon Court creates a welcoming and integrated model of affordable housing that combines high-quality residential units with meaningful community amenities, supporting both independence and connection among residents.
