After more than a century of delivering low-cost accommodations to those passing through or to the long-term residents who called it home, The Joyce Hotel had fallen into a state of neglect and disrepair. In 2016, the Portland Housing Bureau purchased the 1912 building with the vision of improving accessibility, performing a seismic upgrade, and reopening The Joyce as permanent supportive housing in downtown Portland where it could once again be home for the vulnerable members of the community.

With Community Partners for Affordable Housing (CPAH) as developer, Carleton Hart lead the rehabilitation of the unreinforced masonry (URM) building. The finished project will offer 66 single room occupancy (SRO) units with shared kitchen and bathrooms. Ground floor commercial space will be owned and operated by Prosper Portland through its Affordable Commercial Tenanting program. Work includes installation of new storefront windows and awnings. New amenities will include a bike room, laundry room, community room with a large kitchen, office, and clinic space.
